The best time to sign up is now. Why? Any purchase made outside of your locked-in EA can benefit from the better discount rate which can also serve as a 'safety net' for ad hoc purchases. Additionally, NET(net) would then be obligated to assist with a renewal negotiation as part of any subscription.
At a minimum however, sign up should be several months before you start any EA renewal negotiation.
Purchases made through the BXMAP program can be aggregated at the highest level (i.e. Blackstone parent) and continuously factored to achieve the most beneficial price level for commercial organizations. All participating investment companies can enjoy and attain the next discount price level for a pool.
